(DIGEST OF PROPOSED 1ST SUBSTITUTE)

      Provides for citations to employers for violations of RCW 49.12.121 or 49.12.123 and allows an abatement period.

      Requires a civil penalty for a failure to correct a violation, provides for a restraining order for dangerous violations, and provides criminal penalties for reckless violations.

      Authorizes the department of labor and industries to assess interest on back wages and impose civil penalties for wage payment violations.

      Repeals RCW 49.12.123.

      Makes an appropriation of five hundred thousand dollars to carry out the purposes of the act.
