      Authorizes a county legislative authority to adopt a comprehensive flood control management plan for any drainage basin in the county.

      Specifies the elements of the plan.

      Requires participation of cities, towns, and special districts within the county.

      Increases money for the flood control assistance account to eight million dollars.

      Grants emergency hydraulic permits for the repair of flood control improvements damaged in the November 1990 flood.

      Makes an appropriation of ten million dollars to carry out the purposes of the act.
