      Gives the authority to a county auditor to determine whether a nonpartisan special election may be conducted by mail ballot.

      Limits the authority to precincts with less than two hundred registered voters.

      Requires the auditor to secure the concurrence of the appropriate legislative body to conduct a mail ballot.

      Provides that persons attempting to vote more than once are subject to the penalties provided in chapter 29.85 RCW.
