      Declares the purposes of the act to:  (1) Help at-risk children and their families gain access to social services; (2) improve the academic achievement of children at risk; (3) increase parental and community involvement in schools; and (4) reduce the amount of instruction time devoted to the social service needs of the children.

      Make an appropriation of five million dollars to carry out the purposes of the act.
