      Authorizes the department of general administration to purchase or receive real property to be held in trust in a facility land bank.

      Specifies circumstances when the land may be sold or exchanged.

      Creates a state lands management fund.

      Creates a facility land bank advisory committee.

      Requires an annual report on properties acquired, exchanged, or sold within the facility land bank.
