(DIGEST AS ENACTED)

      Provides that, in a proceeding to determine if a company operating a water system is subject to regulation, the burden of proof shall be on the company to establish an exemption.

      Provides that the commission's jurisdiction includes any aspect of line extension, service installation, or service connection.
