      Requires the superintendent of public instruction to conduct a random sample study of college transcripts of certificated instructional employees to determine the number of eligible credits earned, but not recognized, for placement on the state allocation model.

      Identifies only pre-baccalaureate credits.

      Requires a report by November 15, 1991.
