      Directs the business assistance center to establish a standard course of instruction for minority and women small business owners.

      Revises the provision for increased participation in public works and construction.

      Requires public facilities to provide thirty percent of the concessions to minority and women business enterprises.

      Creates a loan fund committee.

      Establishes lending authority and places limitations on lending authority.

      Provides for bonding assistance.

      Provides for professional services assistance.

      Makes appropriations to carry out the purposes of the act.
