      Authorizes local agencies to apply for authorization and funding to operate a children's early intervention program.

      Designates elements to be included in the program.

      Designates the responsibilities of the family resource specialist.

      Requires a report by January 15, 1993.

      Makes an appropriation of four hundred thousand dollars to carry out the purposes of the act.
