      Directs the state board for community college education to administer the program.

      Authorizes Grays Harbor Community College and Peninsula Community College to serve an additional five hundred full-time equivalent students per year.

      Authorizes a waiver of tuition, services, and activities fees.

      Provides for upper division classes to serve fifty full-time equivalent students per year in Clallam county.

      Defines "dislocated timber workers" and "timber distressed counties" and clarifies eligibility requirements for a dislocated timber worker.
