      Defines a "sexual violent offense."

      Specifies the circumstances under which a court may sentence a sexually violent offender to life imprisonment without the possibility of release, community custody, or parole.

      Provides that the act shall take effect if the Washington supreme court holds that chapter 71.09 RCW is invalid.
