      Prescribes conduct, acts, and conditions which constitute unprofessional conduct for any educator.

      Establishes a pilot project creating the Washington state educator disciplinary board.

      Establishes procedures for the resolution of complaints filed against educators.

      Terminates the board on June 30, 1996.

      Establishes an educator academy at the Tacoma branch campus of the University of Washington to provide educators an opportunity for professional renewal and growth.

      Creates an educator academy advisory board.

      Provides for staff development and professional enrichment pilot projects in three school districts by June 30, 1992.

      Authorizes the payment by the state of one-half of the tuition costs to obtain a master's degree.
