      Provides a mechanism for tenants who are threatened to terminate their tenancies without suffering undue economic loss.

      Requires the landlord to be provided notice of threats to the tenant.

      Authorizes termination of the rental agreement and refund of pre-paid rent and deposits where appropriate.
