      Makes it unlawful for an electrical contractor to transfer a license to an unlicensed electrical contractor or allow an electrical contractor to perform work with a license issued to another electrical contractor.

      Increases the minimum penalty for a violation from fifty to two hundred dollars.

      Establishes regulations on advertising by electrical contractors.
