      Creates the children's investment trust fund to:  (1) provide start-up funding for pilot programs based on local need; (2) compliment existing community programs; (3) help to develop comprehensive programs for at-risk children and their families; (4) foster self-sufficiency among families; and (5) support local prevention initiatives.
