      Requires that, upon the request of an applicant for a permit, a written description of the specific requirements for the permit must be provided by the issuing agency.

      Creates the office of regulatory ombudsman within the office of financial management.

      Directs the ombudsman to receive, review, and investigate complaints from persons who assert that they have been or will be unduly burdened by state agency rules or administrative actions.
