(DIGEST OF PROPOSED 1ST SUBSTITUTE)

      Requires all estimates that exceed seventy-five dollars to be in writing.

      Requires the return of replaced parts to the customer.

      Requires all parts and labor provided by an automotive repair shop to be recorded on an invoice.

      Establishes notice requirements when the repairs exceed the estimated cost.

      Designates acts which shall be considered as unfair or deceptive business practices.

      Requires repair shops to retain records for at least one year.

      Repeals provisions of chapter 46.71 RCW.
