HB 2678 - DIGEST

      Establishes requirements, effective December 31, 1994, for a packager using paper, glass, metals, or plastic resins in a package.

      Requires certification that the package is in compliance with the act.

      Establishes penalties for violation of the act and provides for deposit in the clean Washington account.

      Establishes rules for environmental marketing claims.

      Provides a mandatory percentage of recycled paper in newsprint by July 1, 1996.
