      Provides that the duties of a technical assistance officer are to coordinate voluntary compliance with the regulatory laws.

      Declares that the technical assistance officers shall not have the authority to issue orders or assess penalties.

      Establishes procedures for reporting and rectifying violations of the law.

      Places limits on liability for actions of the officers and the department.
