      Authorizes counties with a population of one million or more to assume the functions of metropolitan municipal corporations.

      Establishes intergovernmental committees to review the county-wide comprehensive policy plan.

      Requires the preservation, for a period of two years, of the existing internal administrative structure of the metropolitan municipal corporation.
