      Provides that an abortion may not be performed upon an unemancipated minor unless she has first obtained the signed consent of her parents or guardian.

      Establishes procedures for situations when a parent or guardian is unavailable.

      Establishes prerequisites for the performance of an abortion by a physician in an accredited hospital.
