      Declares that the Washington basic health plan is an independent program within the Washington state health care authority.

      Deletes references to "dislocated forest products worker" in RCW 70.47.115.

      Transfers the powers, duties, functions, and employees of the basic health plan to the health care authority.

      Repeals RCW 43.131.355 and 43.131.356.
