(DIGEST OF PROPOSED 1ST SUBSTITUTE)

      Directs the preparation of a plan to implement a merging of the list of those persons who have a driver's license, persons issued identicards, and the lists of registered voters in each county to form an expanded jury source list.

      Requires submission of the plan to the legislature by January 1, 1992.

      Requests the state joint jury management standards committee to conduct a study to determine appropriate standards for excusing persons from jury service due to financial hardship.

      Makes an appropriation of thirty-five thousand dollars to the office of the administrator for the courts to carry out the purposes of the act.
