      Authorizes a court to appoint a local Indian child welfare advisory committee to serve as the citizen review board if a case involves an Indian child.

      Repeals RCW 13.70.900.

      Makes an appropriation of eight hundred fifty thousand dollars to carry out the purposes of the act.
