(DIGEST OF PROPOSED 1ST SUBSTITUTE)

      Provides that infants and toddlers with disabilities and their families shall be entitled to receive an evaluation and assessment of unique needs for development of an individualized family service plan.

      Directs each county to establish an early childhood interagency coordinating council to enhance early intervention services.

      Directs the governor to appoint an early childhood interagency coordinating council.

      Makes an appropriation of an unspecified amount to carry out the purposes of the act.
