(DIGEST OF PROPOSED 1ST SUBSTITUTE)

      Requires each educational service district to establish a center for the improvement of teaching.

      Requires coordination of in-service training programs, teacher assistance programs, minority teacher recruitment programs, paraprofessional training programs, student teaching centers, and special needs tuition assistance.

      Requires an evaluation report on the program by December 1, 1992.

      Makes an appropriation of eight hundred sixty-seven thousand dollars to carry out the purposes of the act.
