(DIGEST OF PROPOSED 1ST SUBSTITUTE)

      Creates a "serious habitual offender program" within the department of community development.

      Creates a policy board to act in an advisory role.

      Designates the categories of persons to be the subject of the efforts of the program.

      Requires the programs which are funded under the act to adopt and pursue designated policies and submit a report by January 1, 1993, regarding achievement of program goals.

      Establishes procedures for the gathering of information to implement the act.

      Provides that the act shall be null and void if appropriations are not approved.
