      Authorizes counties, cities, and towns to provide loans and grants to owners and operators of underground petroleum storage tanks for repair and clean-up activities.

      Establishes the underground storage tank community assistance program committee.

      Designates standards for application for the loans and grants.

      Designates the responsibilities of an owner or operator to local governments.

      Limits the loans or grants to a maximum of seventy-five thousand dollars.

      Authorizes the state to assist in constitutional challenges to cities, towns, or counties.

      Provides funding by a transfer of a portion of the tax on petroleum products.
