      Authorizes cities and counties to issue zoning variances to construct multi-family dwellings on a single-family residential lot.

      Specifies standards for the units to be constructed.

      Authorizes applications for a conditional use permit when a city or county has not adopted an ordinance governing second units.

      Requires cities and counties to justify their determination to not authorize second units on single residence lots.
