      Authorizes assistance to community action agencies to aid poor children and their families.

      Specifies policy goals for the assistance.

      Creates the child poverty project coordinating council to submit a report to the legislature by January 31, 1993.

      Makes an appropriation of eight million dollars to carry out the purposes of the act.
