SB 6110 - DIGEST
Creates the Washington health services commission, and designates the powers and duties of the commission and its chair.
Requires the uniform benefit package to be provided through certified health plans.
Authorizes the commission to intervene and assume those certified health plan functions which are in danger of failing.
Designates programs which are initially excluded from the operation of the act.
Directs the commission to establish standards prohibiting conflict of interest by health care providers.
Directs the commission to consider the reports of the health care cost control and access commission.
Establishes the Washington health services trust fund.
Provides for a personal health services data and information system.
Establishes a foundation for financing and providing community-based long-term care and support services.
Designs a schedule for implementation of the requirements of the act.
Requires an analysis of state and federal laws that would need to be repealed, amended, or waived to implement the act.
Directs the legislative budget committee to conduct designated evaluations and studies.
Requires the commission to establish a total quality management system of continuous quality improvement.
