SB 6196 - DIGEST

      Prohibits the sale or lease of a used motor vehicle without giving  the consumer a written warranty.

      Requires a consumer to be provided a fully itemized statement or repair order.

      Prohibits dealers from attempting to avoid liability under a warranty.

      Designates the approved exclusions from a dealer's warranty.

      Establishes a liability to repurchase the vehicle if the dealer cannot repair or correct any nonconformity.

      Prohibits the sale of vehicles which have a serious safety defect.

      Authorizes the attorney general to contract with private entities to conduct arbitration proceedings.

      Provides appeals procedures.

      Creates a motor vehicle arbitration account.
