      Deletes mandatory higher education tuition and fee waivers, and makes them permissive.

      Places limitations on individual waivers.

      Establishes a table designating the total amount of operating fees which may be waived, exempted, or reduced.

      Establishes the operating fees account for each public four-year institution of higher education.
