      Declares a purpose to provide student financial aid to needy citizens rather than to mandate tuition waivers and exemptions for specific student groups.

      Assigns the responsibility for granting fee exemptions and tuition waivers to the public institutions of higher learning.

      Provides that persons receiving a waiver or exemption shall not be considered for any purpose in determining state-funded enrollment totals, nor may they be considered in any other statistic that would affect budgetary determinations.

      Prohibits tuition funds retained by the institutions from being used for salary increases.
