      Establishes licensing fees for vehicles with gross weight of 82,000 pounds and up.

      Revises weight limitation provisions.

      Revises fees for all movements under special permit.

      Provides for a temporary additional tonnage permit to haul loads in excess of limits.

      Revises the distribution formula for proceeds from combined vehicle licensing fees.

      Repeals RCW 46.44.160.
