      Declares the Washington technology center to be a collaborative effort between the state's colleges and universities, private industry, and government.

      Provides for administration of the center by a board of directors.

      Provides for guidance to the technology center regarding expenditure of state-appropriated funds.

      Terminates the center effective June 30, 1996.
