     On page 1, beginning on line 8, after "lease," strike all material through "municipality" on line 10 and insert "or purchase at least fifty percent of the project by one or more state agencies or municipalities" 

EFFECT:  The prevailing wage law is made applicable to construction or repair projects by a private party if at least 50 percent of the project (instead of any part of the project) is to be owned or leased by one or more state agencies or municipalities.  The prevailing wage does not apply to private projects that will be operated by a government agency.
