     On page 2, after line 6, insert "(4) This act is intended to be prospective only.  No member receiving a retirement allowance from a retirement system enumerated in RCW 41.50.030 shall be responsible for the repayment of pension funds which were made in a manner inconsistent with this act if those funds were received prior to the passage of this act.  Any member who, prior to the effective date of this act, has repaid funds which were received in a manner inconsistent with this act shall be reimbursed by their former employer for such repayment."

EFFECT:  Retired persons will not be required to repay overpayments made prior to the effective date of this act, and those who have already repaid funds will be reimbursed by their former employer.
