     On page 1, after line 18 of the amendment, insert the following:

     "NEW SECTION. Sec. 2. Any member of the house of representatives who introduces a bill similar to this bill without first discussing the issues with both labor and management and determining the impacts on these parties and on Washington's competitiveness in a global economy shall be required to take three laps around Washington carrying a sign reading:  Labor and management must cooperate to compete in the global marketplace."

EFFECT:  Specifies requirements for House members introducing similar bills without first discussing the issues with the parties and determining the impact on Washington's competitiveness in a global economy.
