     On page 3, line 6, after "election" insert ", if the total number of voters voting on the proposition constitute not less than fifteen percent of the total number of registered voters in the taxing district"

     On page 3, beginning on line 32, after "proposition" strike everything through "election)) " on line 35, and insert "at which election the number of persons voting on the proposition shall constitute not less than  ((forty)) fifteen percent of the total number of ((votes cast in such taxing district at the last preceding general election)) registered voters in the taxing district"

EFFECT:  The validation requirement for school district and library bond issues and tax levies is altered and reinstated.  It is changed from forty percent of the total number of votes cast in the taxing district at the last preceding general election to fifteen percent of the total number of registered voters in the taxing district.
