            On page 6, after line 18, insert:

            "NEW SECTION. Sec. 3.  This act is necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing public institutions, and shall take effect immediately."

EFFECT:  Provides an emergency clause whereby the act takes effect immediately upon final passage.
