     On page 1, line 17, after "notice"  insert  "except that the interest rate may not exceed one percentage point above the equivalent coupon issue yield (as published by the Board of Governors of the Federal Reserve System) of the average bill rate for twenty-six week treasury bills as determined at the first bill market auction conducted during the calendar month immediately preceding the date of notice."

EFFECT:  This would reduce the maximum interest rate from T bill + 4 percent to T bill + 1 percent.
