     On page 3, after line 17, insert:

     "NEW SECTION. Sec. 2. This act is necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing public institutions, and shall take effect immediately."

EFFECT:  Adds emergency clause so that prohibition on mandatory service will not expire before bill takes effect.
