     On page 8, line 31, after "attorney." insert If the court grants the petition, the agency which seized the animal must deliver the animal to the owner at no cost to the owner."

EFFECT:  If the court grants an owner's petition to return a seized animal to the owner, the agency which seized the animal must return the animal to the owner by delivering the animal at no cost to the owner.
