     On page 9, beginning on line 15, after "knowingly" strike everything through "animal" on line 16 and insert "or recklessly inflicts unnecessary or unjustifiable bodily harm upon an animal accompanied by substantial pain that extends for a period sufficient to cause considerable suffering"

EFFECT:  The elements of animal cruelty in the second degree are changed.  A person must act knowingly or recklessly not just with criminal negligence to be charged.  The person must inflict bodily harm that is accompanied by substantial pain that extends for a period sufficient to cause considerable suffering.
