     On page 28, line 15, after "management" insert ", and subject to any applicable requirements for collective bargaining.  The factors to be considered in the feasibility study shall be developed in consultation with representatives of the affected employees and may include both long-term and short-term effects of the proposal to contract for services"

     On page 57, line 31, after "bargained;" insert "and

     On page 57, line 32, after "(d)" strike all material through "(e)" on line 34

EFFECT:  Requires an agency considering contracting for services that have been customarily provided by civil service employees to consult with employee representatives in developing the factors to be considered in the feasibility study.  The factors may include both long-term and short-term effects.  In addition, the prohibition against collectively bargaining over the decision to contract for services is deleted.
