     On page 4, after line 12, insert the following new subsection:      "(3)  An institution of higher education may not purchase childcare services by contract if the purchase will result in the reduction or elimination of any campus childcare program that is either an integral part of, or is an approved practicum site for, an academic or vocational program offered by the institution of higher education."

Renumber the remaining subsection consecutively and correct any internal references accordingly
