     On page 1, beginning on line 6, strike all of section 1 and insert the following:

     "NEW SECTION. Sec. 1.  A new section is added to chapter 18.106 RCW to read as follows:

     The department of labor and industries shall establish a pilot project in which the department will enter into an agreement with a city regarding compliance inspections by the city to enforce this chapter.  The city shall be permitted, under the terms of the agreement, to submit declarations of noncompliance to the department for the department's enforcement under RCW 18.106.180.  The pilot project shall be located in eastern Washington."

EFFECT:  The amendment deletes the requirement for two pilot projects regarding plumbing certification enforcement with  cities or counties, one in Western Washington and one in Eastern Washington.  Instead, the amendment directs the Department of Labor and Industries to establish one pilot project with a city in Eastern Washington.
