     On page 1, line 10, after "rights." insert "Except for the amendment to RCW 41.40.010(5), it is not the intent of the legislature to change the substance or effect of any statute previously enacted."

EFFECT:  This amendment states that except in the case of broadening the PERS membership definition to include law enforcement officers or fire fighters who did not meet the medical qualifications of LEOFF I, it is not the intent of the legislature to change the impact of any retirement statute previously enacted.
