     On page 2, line 29, after "children."  insert "At least one-half of the funds aimed at teen pregnancy prevention  shall be expended on the promotion of sexual abstinence."

EFFECT:  The amendment would require that at least 1/2 of the money spent on discouraging teen pregnancy prevention be directed toward the promotion of sexual abstinence.
